Who Does What in The Planning System?

The people and organisations involved in the planning system include the applicant, agent, planning service and other organisations.

An organisation or individual putting forward a proposal is the applicant who is responsible for paying the application fee. It is advisable to discuss the applicant’s ideas informally in the early stage with some affected neighbours. Applicants are also accountable for the implementation of the project, conforming to the planning permission and conditions affixed by the Planning Service. With assistance from various advisers for the applicants, it is decided whether to plea against the planning permission’s refusal or the planning approval’s conditions.

The agent is the applicant’s employed organisation, or his representative for the application. It is not necessary to employ an agent; it is the vital decision of the applicant to either employ one or not.

The Planning Service receives the application and then places the application in the register for the on- hand inspection of the public. The Planning Service publicises the application, starts the processing and receives all comments received for the account. The planning application’s decision is made by the Department of The Environment just after the statutory consultation to the borough council, or local district. The Department delivers vigilant consideration to the viewpoints of elected councillors, however, a decision for the refusal or granting of the planning permission is the Department’s vital responsibility.

The Department widely consults with various organisations which have special expertise on providing society with proper utilisation of land, such as the Roads Service, Water Service and the Environment and Heritage Service.
